REQUEST FOR EXPRESSIONS OF INTEREST FOR THE PROCUREMENT OF EXTERNAL AUDIT OF PROJECT FINANCIAL STATEMENTS) Financing Agreement reference: 5120155000001 Project ID No.:P-ET-H00-004 EthSwitch S.C has received financing from the African Development toward the cost of the Enhancing National Switch of Ethiopia, and intends to apply part of the agreed amount for this grant to payments under the contract for External Audit of Project Financial Statements. The objective of the assignment is to conduct an independent review engagement of the Project Financial Statements (PFS) and provide reasonable assurance in accordance with International Standards on Auditing (ISA). The review will determine whether anything has come to the auditor’s attention that causes them to believe that the financial statements are not prepared, in all material respects, in accordance with the applicable financial reporting framework. The scope of work will include, but not be limited to: Reviewing the Project Financial Statements, including the statement of sources and uses of funds. Verifying that project funds have been utilized in accordance with the Grant Agreement. Assessing compliance with applicable procurement rules and procedures. Reviewing the Special Account and Statements of Expenditure (SOE). Verifying that adequate accounting records and supporting documentation are maintained. Assessing the adequacy of internal control systems. The assignment will cover the financial period July 1, 2025 – January 2027. In accordance with the timelines specified in the ToRs, the selected firm will conduct annual review engagements and submit the review report on financial statements and a Management Letter highlighting internal control weaknesses and recommendations. . The EthSwitch S.c now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services. Interested consulting firms must demonstrate: Registration and licensing with a recognized professional accountancy body. Proven experience in auditing donor-funded projects. Experience with multilateral development bank–funded programs. Familiarity with international auditing standards (ISRE / ISA). Availability of qualified audit professionals that include: Availability of key experts that include: Team Leader who is a professional accountant (ACCA / CPA / CA or equivalent) with a minimum 10 years of experience auditing multilateral donor-funded projects Audit Staff (no.) Consultants may constitute joint ventures to enhance their chances of qualification. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations (October 2015), which is available on the Bank’s website at http://www.afdb.org.
