Mercy Corps is seeking expression of interest from Private Livestock Restocking suppliers interested in supplying ruminants through voucher system for targeted HHs in Three woredas of Somali region.
CALL FOR EXPRESSION OF INTEREST (EOI- Gode- HACAP)-003/2025 Background: Mercy Corps’ Humanitarian Assistance for Conflict-Affected Populations (HACAP) is a twelve-month program covering different Humanitarian Program interventions and designed to support targeting internally displaced persons (IDPs), returnees, and vulnerable host communities. The program in the Somali region focuses on enhancing agriculture and livestock production, ensuring protection, assistance to meet the immediate needs of communities in the Adadle, Abakorow and Berano districts of the Shabelle Zone in the Somali region. One of the livestock program is provide voucher-based small ruminants (goats) for vulnerable households in Shebelle zone of Somali region. Target HHs will receive breeding female goats and male(buck) to rebuild their livestock asset. Mercy Corps will link and jointly work with the livestock traders, the government, and Private Veterinary Pharmacies (PVPs) to ensure restocked animals are disease-free and healthy to reproduce before distribution. Therefore, this call for EOI is developed to select interested small ruminants (goats) suppliers in Adadle, Abakorow and Berano Woredas of Somali region. The distribution will be conducted via Voucher in coordination with the Mercy Corps team and target Woredas Livestock Office focal. Scope of Work: Mercy Corps will identify interested small ruminants (goats) suppliers to supply small ruminants (goats) to 1,750 HHs in Adadle, Abakorow and Berano woredas, Somali Region through restricted voucher system. Each HH will receive based on the voucher value. Objective of the call To select an interested private small ruminants (goats) supplier that can partner with Mercy Corps to supply small ruminants (goats) for conflict or drought affected HHs through a voucher system. Specific objectives: To partner with Private livestock suppliers that supply small ruminants (goats) to selected 1,750 households through voucher-based arrangement in Adadle, Abakorow and Berano Woreda of Shabelle Zone, Somali region. To introduce and create market linkage among private livestock suppliers and agro pastoralists to enhance the livestock market and business networking. Target areas, Distribution sites, the number of ruminants (goats) and duration of program The voucher-based small ruminants (goats) intervention will be implemented in Adadle Abakorow and Berano woredas of Shabelle Zone, Somali region for a maximum of 1 month or 30 days (June 01, 2025, to June 30, 2025). This intervention is expected to reach a minimum of 136 Households in the seven working days per woreda per lot. Number of target households per woreda listed below. 4.1 Implementation Modality/Method: To ensure timely goat supply given the large volume, the seasonal nature of the activity, and the need to accelerate implementation, each private supplier/vendor will be awarded only one lot. Goat supply/ restoking will be carried out by private vendors who have successfully completed the official procurement process. Selected vendors will enter into formal contract agreements with MC to provide goat supply/restocking services for a single lot only. The goat supply/restocking will be divided into three lots as follows: Lot I: Adadle Woreda – 583 households (HHs), 2,332 female goats, 583 male goats (bucks), totaling 2,915 goats. Lot II: Abakarow Woreda – 583 households (HHs), 2,332 female goats, 583 male goats (bucks), totaling 2,915 goats. Lot III: Berano Woreda – 584 households (HHs), 2,336 female goats, 584 male goats (bucks), totaling 2,920 goats.
