Invitation to a bid of external evaluation for a project entitled “Scaling-up agroecology in Ethiopia through Networking, Continuation (Project number – A-ETH-2024-3056)” PELUM Ethiopia Consortium is a network with thirteen member organizations founded in April 2016. It works to address food and nutrition security by promoting and scaling-up agroecological practices through networking in Ethiopia. It emphasizes supporting and capacitating smallholder farmers, pastoralists, and agro-pastoralists, and member organizations to sustain and increase production and productivity by keeping the environment safe. Moreover, it is mandated to lobby and advocacy. At the moment PELUM Ethiopia has Seven project implementation woredas in Five Regional Sates of the country and one city administration, namely Addis Ababa, Afar, Benishangul Gumiz, Oromiya, Central Ethiopia and Tigray. Different activities are being implemented that could promote and scale-up of agroecological practices in these project weredas. Currently, PELUM Ethiopia has been implementing a 31 month project obtaining financial support from the Bread for the World/ PADD. As the project is ongoing (runs until 30 December 2026), PELUM Ethiopia plans to commission an external consultant/s to conduct an external evaluation to facilitate tracking progress and objectively verify the changes made in the lives of the beneficiaries and changes in agriculture extension service. Criteria Extensive experience conducting project evaluations, mainly in rural development, food security, agricultural production, and integrated rural livelihood improvement projects and a proven record in delivering professional results. The experience in conducting projects in advocacy among the agriculture extension, ministry, and policy maker’s level. Excellent in local and English language skills. Experience in working with CSOs networks and NGOs in Ethiopia. Knowledge of advocacy, agroecological practices, rural livelihood, and livelihood improvement strategies. The manual has been translated to Amharic as well however since the contexts are different, the manual needs to be adapted so that it relates to the lived realities of the girls and boys in Semen and Shey Bench Woredas. Following the adaptation, facilitators selected from target Kebele schools need to be provided training on the sessions for them to cascade to target girls and boys. Objective of the Consultancy: Agricultural financing is constrained by high costs and risks, small loan sizes, limited financial infrastructure, low financial literacy, lack of specialized agri-finance products, exposure to climate and market volatility, and limited access to acceptable collateral. A national Agri-Finance Implementation Roadmap (NAFIR) has been developed to address remaining constraints and scaling up agricultural finance in a coordinated and sustainable manner through three pillars: Pillar I: National Agri-Finance Accelerator (NAFA), a wholesale financing and credit guarantee mechanism that provides financial incentives to qualifying financial institutions (FIs) extending eligible loans to agriculture, overcoming constraints in loanable funds availability and high real or perceived levels of risk lending to agriculture Pillar II: Farmer Access to Streamlined Financial Services (FAST), a digital public infrastructure that integrates borrower data and streamlines through digitalisation and automation key loan lifecycle management process interactions with the agri-finance enabling ecosystem in order to overcome the high costs, timeliness and complexity faced by FIs in onboarding agricultural producers and managing agricultural loan lifecycle processes Pillar III: Centre of Excellence (CoE), a hub for strategic stakeholder coordination, problemsolving, and technical assistance delivery on key thematic enablers of agri-finance, including agro-insurance, financial literacy, rural-urban linkages and financial institution capacity-building, in order to overcome prior fragmentation of efforts that have failed to scale up. NAFIR is planned to be fully implemented in a standalone institutional framework constituting the full implementation of the above pillars. The objective of this consultancy is to develop the end to end institutional design for the effective implementation of NAFIR. The consultant is expected to assess and develop integrated legal, regulatory, governance, financial, risk, and operational frameworks, including systems and procedures towards NAFIR’s independent establishment taking into account relevant regional and global experiences as well as anchored in the specific context of Ethiopia.
