WAE/MFP/26/0011) Background WaterAid is a global federation working to improve access to clean water, sanitation, and hygiene (WASH). As a leading WASH actor, WaterAid has played a key role in transforming the lives of poor and marginalised communities. In Ethiopia, WaterAid has been active in the WASH sector since 1991, driven by the vision that everyone, everywhere has access to sustainable WASH services.   To further its commitment, WaterAid Ethiopia (WAE) invites eligible and qualified firms to submit bids for the supply of Digital Smart Water Meters, CI fittings, HDPE pipe and fittings and GS pipe and fittings, in accordance with the Tender document. Bid Participation and Submission Guidelines Tender document online Access: The Tender document will be available to interested bidders who register on the WaterAid Ethiopia Website wateraid.org/et between June 4 and 16, 2026. Eligibility Documents: Bidders must submit the following valid documents as part of the technical proposal: Renewed business license, Company registration certificate, TIN registration certificate Bid Submission Deadline: All bids must be submitted in sealed envelopes to the WaterAid Ethiopia office no later than June 17, 2026, at 1:30 PM. Bid Security: A bid bond equivalent to 2% of the total price is required, in the form of a bank guarantee or Certified Payment Order (CPO) valid for at least three (3) months from the date of bid opening. The original bid bond must be attached to the original financial proposal. Bid Evaluation and Award Procedure: The bid evaluation shall be conducted using a Quality- and Cost-Based Selection (QCBS) method and will follow a two-stage evaluation process: Stage One: Technical Evaluation Technical proposals will be evaluated first, strictly in accordance with the criteria outlined in the Tender document. Technical proposals will be scored out of a maximum of 70 points. Bidders must obtain a pass technical score to be considered technically responsive. Only bidders who meet or exceed the minimum technical score will qualify for the financial evaluation stage. Stage Two: Financial Evaluation Financial proposals shall be opened and evaluated only for bidders who have passed the technical evaluation. Financial proposals of bidders who do not meet the minimum technical score will not be opened and will be returned unopened. Contract Award: The contract shall be awarded to the bidder who achieves the highest combined technical and financial score, based on a technical weighting of 70% and a financial weighting of 30%, in accordance with WaterAid Ethiopia’s procurement policies and procedures. Call for Consultancy to Conduct Organizational Capacity Assessments (OCA)  RTI International is an independent, nonprofit research institute dedicated to improving the human condition. The U.S. Department of Agriculture Food for Progress Ethiopia SunGold project (SunGold) implemented by RTI International (RTI) targets Ethiopia’s underdeveloped sunflower sector using a U.S.-led value chain approach that benefits the United States and Ethiopia. The SunGold project will increase sunflower production and yields in Ethiopia through strategic partnerships that leverage U.S. technology (e.g. seed, equipment), build the capacity of both small- and large-scale Ethiopian farmers, and unlock access to finance through contract farming and new loan products. SunGold will also advocate for policy reforms to reduce trade barriers, aligning Ethiopian policies to international standards to increase the export of U.S. agricultural products to Ethiopia. RTI is seeking an independent consultancy firm registered in Ethiopia with a valid license to conduct a consultancy service. The purpose of this consultancy is to conduct an organizational capacity assessment of 20 selected organizations in three regions of Ethiopia and to develop practical, organization-specific capacity development plans that will guide SunGold’s future technical assistance and capacity development support.  The results of this assignment are to establish a baseline for tracking organizational performance improvement over time and tailored capacity development plans for each participating organization. Minimum Requirements: This assignment is open to consultancy firms only. Interested consultancy firms must meet the following minimum requirements: Be legally registered and licensed to operate in Ethiopia. Proof of legal registration for similar services as demonstrated by commercial registration certificate and tax identification number (TIN) and Value added tax (VAT).
