INVITATION FOR BID FOR PROVISION OF EXTERNAL AUDIT SERVICE International Solidarity Foundation is developmental organization stablished in 1970th with the aim to build a world where women and girls are safe from violence and women have access to sustainable income. The work of ISF has made a significant impact on more than 85,000 individuals across more than 100 communities over a span of 50 years. Currently, ISF is actively operating in Somaliland, Kenya, and Ethiopia. ISF is committed to establishing long-term partnerships and maintaining a lasting commitment to the beneficiaries. In 2022, ISF was registered as an international non-governmental organization (NGO) in Ethiopia by the Agency for Civil Society Organization under registration No. 6444, further expanding its work in the country. ISF Country Office is seeking to hire external auditors for two specific purposes. Firstly, the auditors will be responsible for conducting an audit of the consolidated accounts for country coordination. Secondly, they will also be tasked with auditing the financial records of both the Country Office and its implementing partners, producing a separate report for each partner. Ethiopia has already started the formal adoption of International Public Sector Accounting Standards (IPSAS) and International Financial Reporting Standards (IFRS) in its accounting system through the issuance of Regulation No. 332/2014 “for the establishment and determination of the procedure of the accounting and auditing board of Ethiopia” and Proclamation No. 847/2014 for financial reporting. In order to meet its reporting obligations, International Solidarity Foundation-Ethiopia prepares a two set of Financial Statements at each year end: A set of Financial Statements in the format required by International Solidarity Foundation-Ethiopia– these statements are prepared in accordance with accounting policies and standards specified by Ministry for Foreign Affairs of Finland (which generally comply with International Financial Reporting Standards (IFRS). To establish a more representative data system for estimating vital rates and causes of death, the Ethiopian Public Health Institute (EPHI), Ministry of Health (MOH), and 16 active Health and Demographic Surveillance System (HDSS) sites affiliated with local academic institutions and Vital Strategies launched the ImpactHDSS Ethiopia Project in March 2025. These HDSS sites have been instrumental in generating longitudinal health and demographic data in resource-limited settings, contributing to evidence-based policy making and program implementation. However, variations in HDSS operations, limited coordination among stakeholders, and weak data-to-policy linkages have hindered the full potential of HDSS data to inform national policy and practice. Based on the baseline assessment conducted in July 2025, IT material gaps have also been identified, and these gaps have limited the capacity of HDSS sites to collect, manage, and utilize data effectively.
