Fayyaa Integrated Development Organization (FIDO)                Urgent BID Announcement for Medication and Medical Equipment  BID # FIDO/0015/2026 Date April 15, 2026 Fayyaa Integrated Development Organization (FIDO) is implementing a new humanitarian intervention “Rapid life-saving integrated response to disease outbreaks and acute malnutrition in Oromia Region, Ethiopia” through support obtained from EHF. For this BID, FIDO will invite a vendor to carry out on the below activities: Bidding documents can be purchased at Fayyaa Integrated Development Organization Head office Addis Ababa, and non-refundable fee of Birr 300 (Three hundred ETB) starting from the 1st day of announcement (April 15, 2026) on Reporter News Paper up to 7 consecutive days and will be Closed on Wednesday, April 22, 2026 at 3:00 PM afternoon and opened at 3:15 PM at the same day.  Bids shall be accompanied by Bid security of not less than (2%) of offered price only in the form of CPO only  and must be addressed to Fayyaa Integrated Development Organization and must be attached to original financial document. Any vendor who has termination history with Oromia region Finance and Economic Corporation Office or Disaster and Risk Management Office, FIDO and other regional sectors and with bad performance (provided) in their past contractual period may be rejected during technical evaluation. Any attempt of submission of forged (False) document and/or indication of financial offers on the qualification document shall result in rejection of bid and will be reported to concerned body. The bidder should include the expiration date for the medications and the warranty for the medical equipment. Bidders should provide a separate technical document that includes the specifications and expiration dates, along with supportive documents will be eligible to compete. Bidders who submit a technical document without separate specifications & expiry dates of medications and equipment will be rejected. “Bid must be clearly marked by “bidders name, address, legal stamp and reference number”. The bidder has to deliver in a wax seal envelope in two separate envelopes, one for financial documents, in the form of CPO only at least three months from the date of bid opening, and necessary documents, and the other one is for technical documents. The technical and financial documents should have one original and one copy for each, clearly marked “ORIGINAL” and “COPY”. Each envelope shall be stamped and sealed. In the event of any discrepancy between them, the original will prevail. And all documents are sealed within One Mother Envelope. The organization Reserves the right to reject any or all bids in full or in partial. The bidder should deliver the items for which he/she wins within four days after the bid close out. No partial bid per item is allowed. This means bidders are not allowed to be bid in partial quantity per item. Invitation to Tender for the Supply of Female Breeding Goats in Afar Region. Tender Reference No.:01/2026 PHE‑EC invites qualified and experienced suppliers to submit sealed bids for the supply and delivery of 600 Female Breeding Goats (Doe) for women enterprise groups of PRMs organized under the EU‑funded PPaT Project implemented in Amibara Woreda, Dre’ab Kebele of Afar Region; Gumibordede Woreda, Aneno Kebele of Oromia Region; and Afdem Woreda, Ruki Kebele of Somali Region. All goats must comply with the technical specifications outlined in the Tender Document, including age, breed capability, and health and vaccination requirements. Verification of compliance will be conducted by livestock experts. Delivery will occur in two phases as stated in the Terms of Reference (TOR). Eligible suppliers must hold a valid business/trade license in livestock supply and submit a bid security of ETB 250,000, issued as a CPO or bank guarantee valid for at least three months and addressed to PHE‑EC. Bidders must also demonstrate relevant experience through three work certificates or support letters issued by regional livestock bureaus and/or international NGOs, confirming successful supply of milking goats. CST Ethiopia is currently implementing the Local SPACE Project: Enhancing the Space, Participation, Accountability, Capacity and Engagement of Local and National Actors in Humanitarian Aid Delivery, in partnership with CCRDA. The project seeks to strengthen the leadership and institutional capacity of local and national actors (L/NAs) in the humanitarian system and to generate evidence‑based learning and advocacy that supports systemic change in line with global localization commitments. As part of this initiative, CST Ethiopia intends to commission a consultancy to provide professional, neutral facilitation for the piloting of the Partnership Equity Scorecard (PES), a diagnostic and accountability tool designed to support more equitable, strategic, and transformative partnerships between international and local/national actors. Scope of the Work The objective of this consultancy is to facilitate the pilot application of the Partnership Equity Scorecard (PES) through a structured, participatory process that enables partners to analyse partnership equity, identify root causes of inequities, and co‑create a concrete and time‑bound Equity Improvement Plan (EIP). The assignment will include, but not be limited to, the following key components: Pre‑Workshop Preparation Review the PES tool, briefing materials, and background documentation on Local SPACE findings Coordinate with CST Ethiopia and CCRDA to confirm participating partners and workshop logistics Collect and manage confidentially the pre-submitted PES self-scoring templates from both partners (submitted 48 hours before workshop) Analyse score comparisons to identify largest perception gaps and shared low scores for visual presentation Finalize workshop agenda, materials, and facilitation guide based on the specific partnership context Workshop Facilitation Facilitate a 6‑hour structured pilot workshop in Addis Ababa, ensuring a safe, neutral space for honest dialogue. Keeping discussions focused on systems and structures Post‑Workshop Documentation Draft and finalize the Equity Improvement Plan (EIP) based on workshop outputs. Prepare a concise workshop summary report documenting key insights, agreed actions, and participant feedback on the PES tool. Provide reflections and recommendations for refinement and future scaling of the PES. The duration of the assignment is seven (7) days following contract signing. Qualifications and Experience Requirements Advanced degree in Social Sciences, Organizational Development, Conflict Resolution, or related fields; specialized training in facilitation strongly preferred At least 7–10 years of experience facilitating sensitive, multi-stakeholder dialogues in the humanitarian or development sector Demonstrated expertise in power-shifting methodologies, partnership brokering, and facilitating discussions on inequality and organizational power dynamics Proven experience working with civil society organizations, particularly in the humanitarian/development sector; familiarity with INGO–local actor partnerships, Strong track record in neutral facilitation, process design, and participatory methodologies Familiarity with the Ethiopian humanitarian/development context and dynamics between international and national actors strongly preferred. The assignment will include, but not be limited to, the following key components: Research and Analysis: Ø  Conduct a comprehensive desk review of humanitarian and development financing in Ethiopia, localization commitments, and existing pooled funding mechanisms. Ø  Analyse the Ethiopian policy, institutional, and donor landscape relevant to pooled funding and localization. Stakeholder Mapping and Consultation Ø  Map key stakeholders including government institutions, donors, UN agencies, international and national NGOs, coordination platforms, and pooled fund governance actors. Ø  Conduct key informant consultations, including with national and local NGOs, women‑led and marginalized‑group‑led organizations. Comparative and Good Practice Analysis Ø  Analyse comparable pooled fund models from other contexts.
