Vital Strategies (Vital), Bid Invitation: Procurement of IT Materials for Health and Demographic Surveillance System Sites
Bid Invitation: Procurement of IT Materials for Health and Demographic Surveillance System Sites Proposal Due Date: 5:00PM GMT April 14, 2026 Contents Page Purpose and Scope of this Request for Quotation …………………….. 1 Vital Strategies Organizational Background ………………………………1 Request for Quotation Objective……………………………………….………1 Project Overview …………………………………………………………………….2 Instructions for Request for Quotation Respondents ………….………3 Vital Strategies and Respondent Contact Information ………………..6 Attachment A – Request for Quotation Questions ………………………7 Attachment B – List of Items ………………………………….….…………….9 Purpose and Scope of this Request for Quotation The purpose of this Request for Quotation (RFQ) is to provide standardized and essential information technology (IT) packages to Health and Demographic Surveillance System (HDSS) sites in Ethiopia. This initiative is designed to strengthen the operational capacity of HDSS sites by addressing critical IT material gaps identified during the baseline assessment conducted in July 2025 under the Impact HDSS project. The scope of this RFQ covers the procurement of prioritized IT hardware materials that will directly support data collection, management, and reporting functions at HDSS sites. The detailed list of required IT equipment, along with specifications, is outlined in Attachment B. Through this procurement, the ImpactHDSS project aims to ensure that HDSS sites are equipped with reliable, secure and standardized information technology resources, thereby enhancing efficiency, data quality, and overall system performance, ultimately leading to more accurate, improved decision making and better overall public health outcomes. Vital Strategies Organizational Background Vital Strategies (Vital) is a global health organization that believes every person should be protected by a strong public health system. We work with governments and civil societies in 73 countries to design and implement evidence-based strategies that tackle their most pressing public health problems. Vital’s goal is to empower and observe governments adopting promising interventions at scale, as rapidly as possible. Vital provides expert technical and professional guidance to partners and government agencies. We speak out, through press releases, publications, social media, and participate in convenings and conferences against the practices of tobacco and the sugary drinks industries. Vital Strategies does not accept gifts or funds from industries related to tobacco, sugary drinks and alcoholic drinks. We actively seek to engage with stakeholders who share our values and seek to work with partners who endorse and encourage the highest ethical work practices and standards. Request for Quotation Objective/s Vital Strategies is seeking competitive proposals from qualified vendors to provide services and goods to Vital Strategies relating to ImpactHDSS project in Ethiopia. The objective of this Request for Quotation (RFQ) is to: Identify vendors to partner with, supplying locally accessible hardware and service, aimed at strengthening the capacity of HDSS sites in Ethiopia. These vendors will provide standardized IT packages that address the gaps identified during the baseline assessment under the ImpactHDSS project. Project Overview Evidence-based decision-making is a cornerstone of a robust health system. To establish a more representative data system for estimating vital rates and causes of death, the Ethiopian Public Health Institute (EPHI), Ministry of Health (MOH), and 16 active Health and Demographic Surveillance System (HDSS) sites affiliated with local academic institutions and Vital Strategies launched the ImpactHDSS Ethiopia Project in March 2025. These HDSS sites have been instrumental in generating longitudinal health and demographic data in resource-limited settings, contributing to evidence-based policy making and program implementation. However, variations in HDSS operations, limited coordination among stakeholders, and weak data-to-policy linkages have hindered the full potential of HDSS data to inform national policy and practice. Based on the baseline assessment conducted in July 2025, IT material gaps have also been identified, and these gaps have limited the capacity of HDSS sites to collect, manage, and utilize data effectively. To close these gaps, the project will provide standard and limited IT packages to harmonize data collection, storage, and analysis. This investment will enhance digital workflows, and enable pooled analysis, ultimately producing timely, reliable, and

የኢትዮጵያ የሰብዓዊ መብቶች ድርጅቶች ህብረት (ኢሰመድህ) Consortium of Ethiopian Human Rights Organizations (CEHRO) Call for Consultancy: Preparation of Election Time Civic Space Monitoring Tool May, 2026 Background The Consortium of Ethiopian Human Rights Organizations (CEHRO) is a Consortium of 27 Civil Society Organizations (CSOs) working on human rights, democracy, and Peacebuilding in Ethiopia. Over the past eight years, CEHRO has been actively engaged in the advancement of human rights protection and promotion in Ethiopia by creating a common platform for human rights CSOs to articulate their voices and launch well-articulated and evidence-based advocacy to expand civic space. CEHRO has also been extensively engaging in the capacity development of member organizations and other stakeholders to enhance the capacity of duty bearers and rights holders for effective human rights protection and democratic governance. For further information about CEHRO, click here https://cehro.org/now/ CSOs generally play an important role in advancing human rights, ensuring accountability, fostering peace-building initiatives, and promoting active public participation in political processes, particularly during elections. In Ethiopia, too, the role of CSOs cannot be overstated, as they play a key role in facilitating citizen engagement in essential political processes. Ethiopia is set to hold its 7th general election on June 1, 2026, making the involvement of civil society in this electoral cycle essential. Despite the evident interest and commitment of many Ethiopian CSOs in participating in electoral processes, many of them face obstacles that impede their overall effectiveness. These challenges include a lack of tailored tools for the specific needs of the electoral environment, insufficient coordinated monitoring mechanisms to oversee the electoral process, and limited pathways for strategic national, regional, and international advocacy to amplify their impact. In response to these challenges, CEHRO is currently implementing a project aimed at strengthening the civic space across Ethiopia’s 7th General Election cycle. The intervention includes training programs to equip CSOs with the necessary skills and tools for electoral engagement, as well as the development of robust monitoring frameworks to ensure transparency and accountability during the election period. Additionally, strategic advocacy programs that connect local civil society efforts with international and regional stakeholders are also targeted in the intervention to scale up engagements on the Ethiopian electoral process. Overall, adequately supporting, coordinating, and empowering local CSOs throughout the 7th general election cycle will be relevant to ensuring the transparency of the electoral process, ultimately contributing to the strengthening of democracy and governance in Ethiopia. In this context, CEHRO wanted to develop an Election Time Civic Space Monitoring Tool tailored specifically to pre-election, during-election, and post-election contexts. The monitoring tool will serve as an interactive document for the comprehensive assessment of the civic space landscape during Ethiopia’s 7th General Election. Following the development of this monitoring tool, a capacity-building training program will be conducted for selected CSOs and election observers in Ethiopia. To facilitate the implementation of these planned activities, CEHRO is currently looking for a seasoned consultant. Objective(s) CEHRO is looking for a seasoned consultant to prepare an Election Time Civic Space Monitoring Tool tailored specifically to pre-election, during-election, and post-election contexts of Ethiopia’s 7th General Election. The assignments under this role specifically include, but are not limited to: Prepare an Election Time Civic Space Monitoring Tool in the context of Ethiopia’s 7th General Election. Facilitate training for selected CSOs, in collaboration with the CEHRO team, focusing on civic freedoms and relevant Ethiopian legal frameworks and documentation of the civic space in the context of electoral processes. Facilitate training for selected Electoral Rights Observers, in collaboration with the CEHRO team. Scope of Work Review and Analysis: Conduct a comprehensive assessment and analysis of the current electoral landscape and CSO engagement. Researching the need for monitoring and advocating for a transparent electoral process by CSOs and election observers. Researching recent developments in public policy, human rights standards, and best practices in policy and process monitoring to ensure the tool is current and relevant. Engage with CSOs, election observers, and other relevant stakeholders to gather feedback and insights on their needs, challenges, and expectations for the tool and planned training programs.
